PPWR

The new European rules call for preparation involving procurement, product development and suppliers.

PPWR: from waste management to packaging decisions

The European Packaging and Packaging Waste Regulation, known as PPWR, began applying on 12 August 2026. Implementation is phased: that date does not mean every future target and obligation must be met simultaneously. Comissão Europeia / European Commission — Packaging rules.

The European Commission highlights the reduction of unnecessary packaging, recyclability, recycled content and reuse. For companies, the response should begin before packaging becomes waste: with specifications, purchasing and material selection.

As a preparation approach, I recommend creating an inventory of packaging by product, material, weight and supplier. It should distinguish the purpose of each packaging component and identify who holds the necessary technical information.

The next step is to build a matrix of applicable requirements and dates. Procurement and development teams should request evidence from suppliers and assess alternatives, considering product protection, transport and customer use.

An internal review can test traceability between the packaging purchased, the documentation received and the product placed on the market. The priority is to turn this subject into a decision-making process with clear ownership, rather than restricting it to waste management.
